डेबिट या क्रेडिट कार्ड से होने वाले व्यक्तिगत विदेशी मुद्रा भुगतानों पर, रुपये 7 लाख तक के लिए T.C.S.(Tax Collection at Source) नहीं लगाने का निर्णय सरकार ने लिया है। इस निर्णय को जनता और हितधारकों द्वारा उठाए गए समस्याओं के मद्देनजर लिया गया है।
इससे पहले भारतीय रिजर्व बैंक (आरबीआई) के निर्देश पर क्रेडिट कार्ड विदेशी मुद्रा भुगतानों पर 20% T.C.S (Tax Collected at Source), 1 जुलाई 2023 से लिबरलाइज्ड रिमिटेंस स्कीम (L.R.S) के अंतर्गत लागू होनी थी। हालांकि, इस निर्णय पर जनता और हितधारकों के आलोचना का सामना करना पड़ा। उन्होंने यह दावा किया कि टीसीएस भारतीयों के यात्रा और अन्य खर्चों की लागत बढ़ाएगा। उन्होंने कहा कि टीसीएस का पालन करना, खासकर छोटे व्यवसायों और व्यक्तियों के लिए कठिन होगा।
वित्त मंत्रालय द्वारा आज दिनांक 19 मई 2023 को एक प्रेस विज्ञपति में बताया की, रुपये 7 लाख तक के भुगतानों पर टीसीएस नहीं लगाया जाएगा, जिससे एक बड़ी संख्या के भारतीयों को लाभ मिलने की उम्मीद है। रिजर्व बैंक ऑफ इंडिया के अनुसार, मार्च 2023 तक भारत में 1.2 बिलियन डेबिट कार्ड और 600 मिलियन क्रेडिट कार्ड सर्कुलेशन में थे। आपको बताते चलें की इसके पूर्व L.R.S.तहत T.C.S की दर 5% थी, जिसे सरकार ने 1 जुलाई 2023 से बढ़ा कर 20 % कर दिया है। हालाँकि शिक्षा के उद्देश्य से किये गए भुगतान में यह दर 5 % ही बानी रहेगी वही आपने अगर शिक्षा ऋण के द्वारा भुगतान किया है तो कोई कर देय नहीं होग।
